Project Name: Rollinson Channel
Requested Amount: $7,080,000
Requesting Entity: Hyde County, N.C.
Location: Hyde County, N.C.
Justification: Funding in the amount of $7,080,000 has been requested to be used to perform dredging projects and maintenance dredging within Rollinson Channel would be critical to support reliable and safe transportation from Hatteras to Ocracoke Island. Also, please note that while the current language refers to Rollinson Channel, the ferry route extends outside Rollinson and a distinction should be made to support project activities within Rollinson, Sloop Channel, and any area of federal authorization between Hatteras and Ocracoke that supports reliable and safe transportation particularly via the NC Ferry System.
Federal Nexus: There is a strong federal nexus as this project has been authorized in four separate Public Laws (PL), the River and Harbor Acts of 1935 (P.L. 74-409), Rivers and Harbors Act of 1949 (P.L. 79-14), Rivers and Harbors Act of 1954 (P.L. 83-780), and the Rivers and Harbors Act of 1962 (P.L. 87-874).
Project Name: Silver Lake Harbor
Requested Amount: $3,370,000
Requesting Entity: Hyde County, N.C.
Location: Hyde County, N.C.
Justification: I am requesting $3,370,000 to fund the dredging of the Silver Lake Harbor from Ocracoke Island to the mainland areas of Swan Quarter and Cedar Island by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the channel would be critical to support a more sustainable and resilient ferry route in the Pamlico Sound.
Federal Nexus: There is a strong federal nexus as this project has been authorized in three separate Public Laws (PL), the River and Harbor Acts of 1930 (P.L. 71-520), Rivers and Harbors Act of 1940 (P.L. 76-868), Section 107 of the Rivers and Harbors Act of 1960 (P.L. 86-645), a Detailed Project Report approved February 7, 1967.
Project Name: Rodanthe Feasibility Study
Requested Amount: $500,000
Requesting Entity: Dare County, N.C.
Location: Dare County, N.C.
Justification: I am requesting funding in the amount of $500,000 for the initial federal share of the Feasibility Study by the U.S. Army Corps of Engineers in the village of Rodanthe on Hatteras Island for fiscal year 2025. The entity to receive funding for this project is the U.S. Army Corps of Engineers. The funding would be used for the beach nourishment Feasibility Study. The project is an appropriate use of taxpayer funds because the Dare County leadership has made a request for the U.S. Army Corps of Engineers for this study. Dare County is willing to pay their share for this study to be performed.
Federal Nexus: The project has a federal nexus because the funding provided is for purposes authorized by Resolution Adopted 1 August 1990, by The United States House Of Representatives: “Resolved by the Committee on Public Works and Transportation of the United States House of Representatives, That the Secretary of the Army, in accordance with section 110 of the River and Harbor Act of 1962, is requested to make, under the direction of the Chief of Engineers, studies of the Dare County beaches, Dare County, North Carolina, in the interest of beach erosion control, hurricane protection, storm damage reduction needs, and related purposes.
Project Name: Atlantic Intracoastal Waterway (AIWW)
Requested Amount: $4,222,000
Requesting Entity: Carteret County, N.C.
Location: Carteret County, N.C.
Justification: I am requesting $4,222,000 to fund the dredging of the Atlantic Intracoastal Waterway (AIW) in Carteret County by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the channel is critical to support safe and navigable transportation for both commercial and recreational vessels as they transit the AIW within Carteret County.
Federal Nexus: I am requesting $4,222,000 to fund the dredging of the Atlantic Intracoastal Waterway (AIW) in Carteret County by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the channel is critical to support safe and navigable transportation for both commercial and recreational vessels as they transit the AIW within Carteret County.
Project Name: Back Sound to Lookout Bight Channels
Requested Amount: $525,000
Requesting Entity: Carteret County, N.C.
Location: Carteret County, N.C.
Justification: I am requesting $525,000 to fund the dredging of the Back Sound to Lookout Bight Channels in Carteret County by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the channel would be critical to support passage to one of the safest inlets in North Carolina and provide access to Cape Lookout National Seashore.
Federal Nexus: There is a strong federal nexus as this project has been authorized in two separate Public Laws (PL), the Rivers and Harbor Act of 1937 (P.L. 75-392) and Rivers and Harbors Act of 1945 (P.L. 79-14).
Project Name: Bogue Inlet
Requested Amount: $655,000
Requesting Entity: Carteret County, N.C.
Location: Carteret, and Onslow Counties, N.C.
Justification: I am requesting $655,000 to fund the dredging of Bogue Inlet between Beaufort Inlet to the North and New River Inlet to the South that splits the Carteret and Onslow County by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the channel would be critical to serve recreational and commercial boaters as well as serving the United States Coast Guard Station Emerald Isle.
Federal Nexus: There is a strong federal nexus as this project has been authorized in section 107, Rivers and Harbors Act of 1960, as amended, as a modification to the Atlantic Intracoastal Waterway between Norfolk, VA and the St. Johns River, FL (Wilmington District). Channel to Bogue Inlet: Authorized November 29, 1963, under authority of Section 107, Rivers and Harbors Act of July 14, 1960. Detailed Project Report, approved November 19, 1963. Channel through Bogue Inlet: Authorized September 7, 1983, under authority of Section 107, Rivers and Harbors Act of July 14, 1960. Detailed Project Report Approved September 7, 1983.
Project Name: Beaufort Harbor
Requested Amount: $325,000
Requesting Entity: Town of Beaufort, N.C.
Location: Carteret, N.C.
Justification: I am requesting $325,000 to fund the dredging of Beaufort Harbor in Carteret County by the U.S. Army Corps of Engineers in fiscal year 2025. The project is an appropriate use of taxpayer funds because the harbor provides protection and accessibility to boaters who use the harbor. It is a critical piece of the Town’s upcoming Waterfront Improvement Project.
Federal Nexus: There is a strong federal nexus as this project has been authorized in five separate Public Laws (PL), the Rivers and Harbor Act of 1912 (P.L. 62-241), Rivers and Harbors Act of 1927 (P.L. 69-560), Rivers and Harbors Act of 1930 (P.L. 71-520), Rivers and Harbors Act of 1937 (P.L. 75-392), and Rivers and Harbors Act of 1948 (P.L. 80-858).
Project Name: Corrosion Rehabilitation Facility
Requested Amount: $136,340,000
Requesting Entity: Jacksonville, N.C.
Location: Camp Lejeune, N.C.
Justification: I am requesting $136.34 million to construct a 124,000-square-foot corrosion rehabilitation facility for tactical and ground support equipment for the II Marine Expeditionary Force (MEF). The facility will repair existing corrosion damage and prevent/retard future damage of II MEF tactical ground equipment assets to reduce maintenance requirements and associated costs.
Federal Nexus: This project has a strong federal nexus because it is authorized in Public Law 118-31 – National Defense Authorization Act for Fiscal Year 2024.
Project Name: Beaufort County's Emergency Communications Radio Project
Requested Amount: $500,000
Requesting Entity: Beaufort County, N.C.
Location: Beaufort County, N.C.
Justification: I am in strong support of Beaufort County’s Emergency Communications Radio Project seeking $500,000. This project will provide funding for the purchase of mobile and handheld radios for 12 volunteers, 1 industrial and 1 municipal fire departments in Beaufort County. Additionally, handheld radios will be purchased for Beaufort County Sheriff’s Office School Resource Officers. These radios will provide interoperability for these agencies as they respond to emergencies across the County and at all public-school campuses in the County.
The National Task Force on Interoperability defined interoperability as "the ability of public safety agencies to talk to one another via radio communication systems - to exchange voice and/or data with one another on demand, in real time, when needed." From the report by the National Commission on the Terrorist Attacks on the United States: "The inability to communicate was a critical element at the World Trade Center, Pentagon, and Somerset County, Pennsylvania, crash sites, where multiple agencies and multiple jurisdictions responded. The occurrence of this problem at three very different sites is strong evidence that compatible and adequate communications among public safety organizations at the local, state, and federal levels remains an important problem."
Without federal funding support, the communication interoperability needs of Beaufort County public safety agencies may not be met in a timely manner. Volunteer public safety agencies struggle to raise funds to support their services and without federal funding for this project it would likely take years to acquire all the radios needed for these agencies. Federal funding will allow this project to provide radios in a timely manner and help meet the public safety communication interoperability needs of the included agencies.
Federal Nexus: This project has a strong federal nexus because it is for the purposes authorized in Section 306 of the Consolidated Farm and Rural Development Act, 7 U.S. Code section 1926(a).
Project Name: East Carolina University's Police Department Upgrade Program
Requested Amount: $400,000
Requesting Entity: East Carolina University, N.C.
Location: Greenville, N.C.
Justification: I am requesting $400,00 to provide technology and equipment upgrades to East Carolina University’s (ECU) Police Department. ECU’s Police Department is responsible for the prevention of crimes and response to calls for the six campus locations in Greenville, Pitt County, and Dare County. The department serves over 27,000 students and more than 5,000 faculty and staff, making the approximately 32,000 people the department serves the size of NC cities like New Bern and Goldsboro.
ECU PD’s current body-worn and in-car software system is outdated. The video data backs up to physical servers that have the capacity to store data for up to 30 days; to save any video material after thirty days, a members of the force must download the data onto High-Definition DVDs to store in a secure location in perpetuity. Shifts in modern technology and the need for a sophisticated data storage system is paramount to supporting campus and officer safety and fully participating in the civil and criminal systems of the community. To upgrade from obsolete technology, the ECU PD needs to convert their software to a cloud-based system and upgrade the in-car and body-worn cameras to match the system.
Federal Nexus: The federal nexus is that COPS Technology and Equipment projects support state, local, and Tribal law enforcement efforts to develop and procure the technology and equipment needed to respond more quickly and effectively, improve officer safety, increase transparency, and enhance community relations.
Project Name: Physical Security Upgrades for the Triangle Outpost Gate
Requested Amount: $20,970,000
Requesting Entity: Jacksonville, N.C.
Location: Camp Lejeune, N.C.
Justification: I am requesting $20,970,000 to provide physical security upgrades to the Triangle Outpost Gate, Camp Lejeune. This project will provide much needed safety/security, and traffic flow improvements. The current configuration causes a cueing of vehicles for security checks resulting in traffic backup along both corridors of the intersection. This affects not only local commuting traffic but also access to the Onslow County Learning Center located adjacent to the intersection.
Federal Nexus: There is a strong federal nexus as this project because this security gate does not meet Department of Defense standards.
Project Name: Town of Aurora, Capital Improvements
Requested Amount: $10,000,000
Requesting Entity: Aurora, N.C.
Location: Aurora, N.C.
Justification: I am requesting $10,000,000 to fund a much needed social and economic infrastructure that will benefit the Town, the new Industrial Park and Main Street program. The funds are crucial for the Town to support and enhance downtown revitalization efforts including water/sewer services, signage, sidewalks, streetscape improvements and wastewater improvement treatment systems. The Town of Aurora owns the 12.37-acre site containing the town’s wastewater treatment plant (WWTP). The WWTP is a unique facility that utilizes the natural processes of wetlands to treat the town’s wastewater. This system was implemented as a retrofit to the existing 2-cell lagoon facility in 1993 and has been providing tertiary treatment to meet the “secondary limit” requirements set by the Environmental Protection Agency’s (EPA) National Pollutant Discharge Elimination System (NPDES) permit.
Federal Nexus: There is a strong federal nexus as the federal Clean Water Act requires that local governments prevent the discharge of pollutants into the waters of the United States. The requested funding will enable the Town of Aurora to better meet that obligation for the foreseeable future. Additionally, Aurora is a Tier 1 high poverty area. Grant funds will generate economic development opportunities for job growth raising the citizens out of poverty.
Project Name: McCotter Canal, Capital Improvements
Requested Amount: $6,000,000
Requesting Entity: Havelock, N.C.
Location: Havelock, N.C.
Justification: I am requesting $6,000,000 to fund capital improvements of the McCotter Canal that drains the United States Forest Service's Croatan National Forest and the city of Havelock’s southeastern neighborhoods. The project is an appropriate use of taxpayer funds as the canal often floods causing damage to the surrounding neighborhoods. In addition, the city of Havelock has critical infrastructure along the canal - including two of its major wells that provide most of the drinking water to the City - that it must preserve.
Federal Nexus: There is a strong federal nexus as McCotter Canal drains U.S. Forest Service lands that are part of the Croatan National Forest in addition to the southeast portion of the city.
