Murphy Applauds Passage of Defense Funding for 2026

Washington, D.C. — Congressman Greg Murphy, M.D., applauds the passage of H.R. 4016, the Department of Defense Appropriations Act, 2025:

"I applaud the House for passing an FY26 Department of Defense Appropriations package that meets the moment and robustly funds our military to deter our enemies and keep America safe,"  said Congressman Greg Murphy. "We live in a very dangerous world in which hostile regimes are waging war against our allies in Europe and the Middle East, and becoming increasingly belligerent in Asia. The United States must remain strong militarily to maintain peace in our homeland and in our hemisphere. This appropriations package puts our warfighters first by investing in our troops and their families, making historic investments in next-generation technology, keeping the Pentagon free from woke and harmful distractions, reducing inefficiency and bloat, and taking on international actors engaged in trafficking on our borders.

The FY26 DoD Appropriations Act funds a 3.8% pay raise for our troops, invests in America’s military superiority, shapes a more efficient and effective Department of Defense, protects America from threats at our borders, takes care of our troops
and their families, and advances President Trump's agenda to deliver peace through strength.

Champions America’s military superiority

  • Enhances investments in 5th and 6th generation aircraft including the F-35, F-47, and F/A-XX.
  • Supports the modernization of the nuclear triad: the B-21 Raider, the Columbia
    Class Submarine, and Sentinel.
  • Provides $174 billion for procurement to the military services and other Department of Defense entities, including $1.9 billion for 13 F-35Bs, $2 billion for 19 CH-53K heavy transport helicopters, and $345 million for three F-15EX aircraft.
  • Invests in national security space, including proliferated missile warning, missile tracking satellites, and next-generation intelligence collection systems to ensure national leaders have real-time global situational awareness.
  • Allocates approximately $13 billion for missile defense and space programs to
    augment and integrate in support of the Golden Dome effort.
  • Supporting our close ally Israel by providing $500 million for the Israeli Cooperative Missile Defense Programs, and $122.5 million for U.S.-Israel cooperative development programs.

Cares for our troops and their families

  • Includes an increase of 3.8% in basic pay for all military personnel effective January 1, 2026.
  • Continues historic pay increases enacted in Fiscal Year 2025 for junior enlisted
    servicemembers.
  • Improving quality of life, readiness, and continuity for servicemembers by slowing permanent change of station moves, saving over $662 million.
  • $50 million for Impact Aid and $20 million for Impact Aid for children with disabilities

Keeps woke ideology away from the Pentagon

  • Codifies President Trump’s executive actions to end discriminatory Diversity,
    Equity, and Inclusion (DEI) programs by prohibiting funding for DEI efforts and
    Critical Race Theory.
  • Supports President Trump’s executive action to restore free speech by prohibiting funding for federal government censorship.
  • Supports President Trump’s executive action to restore readiness by prohibiting funding for sex-change surgeries.
  • Continues prohibition on funding for any discriminatory action against individuals advocating for traditional marriage.
  • Continues prohibitions on funding for abortion-related travel, drag queen shows, and COVID vaccine and mask mandates.

Shapes a more efficient and effective Department of Defense

  • Reduces $6.5 billion and almost 45,000 civilian full-time equivalents to capture
    Workforce Acceleration and Recapitalization Initiative efforts.
  • Prioritizes fiscal sanity and eliminating waste, fraud, and abuse through codifying both the Department’s cooperation with DOGE and streamlined functions and management improvements at the Pentagon.
  • Requires detailed reporting on the Department’s proposed allocations and
    expenditures of reconciliation.

Combats international actors who facilitate drug trafficking and manufacturing

  • Provides $1.15 billion for counterdrug programs, which is $245 million above the budget request.
  • Increases funding for the National Guard Counterdrug Program.
  • Transfers Mexico from U.S. Northern Command’s jurisdiction to U.S. Southern
    Command for better coordination and prioritization.

Cosponsored Amendments Included in Legislation

  • #62 - Increases and decreases Defense-wide RDT&E by $10 million to plus-up the Industrial Base Analysis funding line, to shore up the domestic fiber industrial base, and prevent adversaries like the PRC from infiltrating supply chains for fiber used in military and tactical gear.
  • #136 - Transfers $8 million in funds for the Pathfinder Airborne program to continue research, development, and innovation activities to support the 82nd Airborne Corps and other Army soldiers, incorporating soldier feedback into local teams for rapid innovation and high impact.
