- $200 million for the F-35 Aircraft Sustainment Center at FRC East, ensuring our Marine F-35s will be maintained for the next 50 years.
- Authorizes the awarding of the Medal of Honor to Major James Capers, Jr., USMC (Ret.) by the President of the United States. This is for numerous acts of valor while serving as a member of the U.S. Marine Corps during the Vietnam War.
- Enacts a 3.8% pay raise for all service members and expands military bonuses and special pay.
Background - Modernizes and improves fighting force:
- Authorizes full funding for F-47 fighter aircraft, submarines, warships, and autonomous systems.
- Authorizes funds and creates new authorities to revitalize the defense industrial base, growing defense manufacturing jobs in America, and onshoring our defense supply chains.
- Prohibits the retirement of certain F-22, F-15E, A-10, C-130, and Grey Eagle aircraft.
- Supports President Trump’s Golden Dome for America initiative to defend the nation against hypersonic, ballistic, and cruise missile attacks, enhances America’s nuclear deterrent, and accelerates delivery of space capabilities to deter the rapidly expanding Chinese and Russian nuclear arsenals and space capabilities.
- Fundamentally reforms the DoD civilian workforce’s hiring, management, and termination practices to support civil service reforms.
- Secures America’s borders:
- Fully funds the establishment and enforcement of National Defense Areas along the southwest border.
- Authorizes over $900 million to fight drug trafficking, including $398 million for DoD support of Counter Narcotics operations and $116 million for National Guard Counter Drug programs.
- Restores lethality in the military:
- Requires all military promotions, accessions, and command decisions to be based on individual merit and demonstrated performance, rather than race and ethnicity.
- Ends Affirmative Action at service academies by requiring all selections for candidate admission to West Point, the Naval Academy, and the Air Force Academy to be based on candidate merit. Service academies may no longer consider race or ethnicity in admissions decisions.
- Prohibits funding for the teaching, training, or promotion of Critical Race Theory in the military, including at service academies and DoD schools.
- Prohibits funds for DEI activities at DoD and repeals all existing DEI offices, programs, training, activities, and authorities.
- Deters foreign adversaries:
- Extends the Pacific Deterrence Initiative to enhance U.S. posture in the Indo-Pacific region.
- Fully funds President Trump’s budget request for military exercises with our allies and partners in the Indo-Pacific to counter China’s growing reach.
- Provides unprecedented levels of support for the security of Israel, including fully funding joint U.S.-Israel cooperative missile defense programs like Iron Dome, Arrow, and David’s Sling.
- Counters threats to our national security from state sponsors of terror, foreign terrorist organizations, and other adversaries.
