This legislation authorizes $1.15 trillion for fiscal year 2027. Total for NC-03 Military Construction Initiatives in FY2027: $647.6 MILLION Highlights - Improves quality of life for service members and families
- Includes the following raises:
- 7% for junior enlisted personnel (E-5 and below)
- 6% for mid-level enlisted and junior officers (E-6 through O-3)
- 5% for senior officers and higher (O-4 and above)
- $50 million for general Impact Aid to assist local educational agencies.
- $20 million for Impact Aid for students with severe disabilities and to support military-connected children with severe disabilities.
- Provides an additional $5 million for the Physics-based Neutralizations of Threats to Human Tissues and Organs Research (PANTHER) program through the Office of Naval Research to address TBIs suffered by servicemembers.
- Enhances military readiness and our industrial base in Eastern North Carolina
- Authorizes the Pentagon to enter into multiyear procurement contracts to receive 24 F-15EXs. This long-term commitment aims to stabilize manufacturing lines, lower unit costs, and speed up production.
- Authorizes the Department of the Navy's request for 10 F-35B aircraft for the U.S. Marine Corps and 8 F-35Cs.
