Project Name: Seymour Johnson Air Force Base (SJAFB) Child Development Center

Justification: The existing 49-year-old Child Development Center (CDC) is grossly inadequate, with two outdated additions and a shortage of space, featuring only 14 activity rooms and 194 childcare slots. This capacity constraint forces military families to seek childcare off-base, where quality and availability are uncertain, and at times unacceptable. If left unaddressed, this critical shortfall in childcare availability will persist, leaving families and the mission vulnerable. Furthermore, the facility's advanced age and condition will continue to demand significant and costly sustainment, diverting resources away from other priorities. The existing facility is severely deficient, with a capability gap of 58 children, rendering it incapable of meeting the growing needs of our military families. This project allows for maximum flexibility of spaces to adapt classroom designation based on age-group enrollments at the time. The current facility lacks that flexibility which limits the ability to optimize wait-list management. Moreover, the facility's non-compliance with Anti-Terrorism Force Protection (ATFP) criteria and its dire need for modernization and repair further exacerbate the problem, putting the health, safety, and comfort of our families at risk. If left unaddressed, these deficiencies will continue to erode the readiness and effectiveness of our warfighters. By replacing this outdated facility with a modern, state-of-the-art Child Development Center, we can ensure that our military families receive the support they need and deserve, and that our warfighters are able to focus on their mission with the confidence and peace of mind that comes from knowing their families are safe and well cared for. Constructing a new facility will provide a right-sized facility and improve mission readiness. Furthermore, it will negate repair costs on an obsolete facility.

Project Name: Amphibious Combat Vehicle (ACV) Operational Facilities
Requested Amount: $41,840,000.00

Location: Jacksonville, NC.
Justification: This project provides essential preservation and maintenance facilities for the 2d Assault Amphibian Battalion (2d AABn) at Marine Corps Base Camp Lejeune to support the fielding of the new Amphibious Combat Vehicle (ACV). The project directly supports Force Design by providing ninety-two (92) climate-resilient vehicle shelters, covered storage for Rigid Inflatable Boats (RIBs), and dedicated vehicle wash facilities. These facilities are required to protect high-value, mission-critical assets from climate-related degradation, mitigate premature equipment failure, and ensure the battalion can meet its operational commitments. This project is a critical unfunded priority to safeguard the Marine Corps' capital investment in the next-generation ACV platform and sustain associated maritime assets. This MILCON is fully designed and can be awarded within three months after funds receipt.
Federal Nexus: There is a strong federal nexus because this project was authorized in the National Defense Authorization Act for FY 2026, Public Law 119-60. Additionally, it was also on the Marine Corps Unfunded Priorities List (UPL) for FY 2026.
