Murphy Applauds President Trump Signing Four Murphy Priorities into Law

February 9, 2026

Washington, D.C. — Congressman Greg Murphy, M.D., applauds the enactment of four bipartisan healthcare priorities he led into law by President Trump.

"As a physician with 35 years of experience, a medical missionary, as well as being a small business owner, I understand the challenges that Americans, especially those in rural and underserved communities, face in affording and accessing high-quality healthcare," said Congressman Greg Murphy, M.D. "I am proud to have helped lead the bipartisan effort to get the PBM Reform Act, the REAL Health Providers Act, a two-year extension of telehealth services for Federally Qualified Health Centers, and a one-year extension of the HOPE/HELP programs signed into law. These bills bring much-needed transparency and subsequent competition to the healthcare industry. These interventions will help improve access to care for patients and reduce the cost of lifesaving drugs by cracking down on the abuses of pharmacy benefit managers (PBMs) run by greedy insurance companies."

Background

  • PBM Reform Act:
    • Establishes new requirements for PBMs under Medicare Part D, including a policy to delink PBM compensation from the cost of medications and increase transparency.
    • Promotes transparency for both employers and patients in their prescription drug plans, with semi-annual reporting on drug spending, rebates, and formulary determinations.
    • Requires the Centers for Medicare and Medicaid Services (CMS) to define and enforce "reasonable and relevant" contract terms in Medicare Part D pharmacy contracts and enforce oversight on reported violations.
  • Requiring Enhanced and Accurate Lists (REAL) Health Providers Act:
    • Requires Medicare Advantage insurance plans to update their provider directories annually starting in 2028.
  • Telehealth Extension:
    • Provides a two-year extension of the Medicare telehealth flexibilities for Federally Qualified Health Centers and Rural Health Clinics, maintaining health care access for patients in rural America.
  • HOPE/HELP Programs Extension:
    • Provides a three-year extension of the HOPE/HELP programs, which have delivered meaningful economic opportunities to thousands of people in Haiti and stability and security for the Western Hemisphere.
